The Corporation

Coleg Menai Corporation was established in 1994 by regulation in Parliament and the first ten Corporation members were appointed by the Secretary of State for Wales in accordance with Coleg Menai's Instrument and Articles of Government.

The Corporation consists of a Chair, Vice Chair, Principal and Chief Executive and sixteen members. The members are drawn from community, local authorities and business / industrial organisations from across the area served by the college, staff and students and together provide a wide spectrum of experience and expertise which match the needs of the college curriculum and its students. The majority of Corporation members are bi-lingual and representative of the cultural and linguistic needs of the catchment area.

The Corporation is responsible for:

  • The determination of the educational character and mission of the institution and for oversight of its activities.
  • The effective and efficient use of resources, the solvency of the institution and the Corporation and for safeguarding their assets.
  • Approving annual estimates of income and expenditure
  • The appointment, grading, appraisal, suspension and determination of the pay and conditions of service of the holders of senior posts and the Clerk to the Corporation
  • The dismissal of the holders of senior posts and the Clerk
  • Setting a framework for the pay and conditions of service of all other staff.
 

The Corporation has established a number of committees to carry out its work. In accordance with Coleg Menai's Instrument and Articles of Government these committees include four statutory committees, known as the:

  • Search Committee – to advise on the appointment of members of the Corporation.

and five delegated committees, known as the:

  • Governance Committee – to advise the Corporation on all aspects of governance and quality.

  • Finance, Estates and General Purpose Committee – to review and monitor the position on income expenditure, capital expenditure and advise the Corporation on the college Budget, Financial Strategy, Estate matters and other financial matters.

All these Committees receive and discuss relevant matters and make recommendations to the full Corporation. Each committee has clear terms of reference that are reviewed every two years.

Co-opted members are invited to serve on committees to provide specialist expertise related to the committee's functions and from time to time other specialist advice will be sought where this is deemed necessary

 

The Corporation meets at least five times annually and there are numerous other meetings of the Corporation committees during the year. The documents and information provided to the Corporationare of a high standard. The Corporation has clarity in terms of its use of Welsh and English derived from the Standing Orders and simultaneous translation is used in Corporation meetings and documents produced for the main Corporation are usually bilingual as are all minutes of Committees. The commitment and time given by individual members and in particular the Chair of the Corporation to supporting a wide range of college activities is exemplary and is highly valued by the college. Examples of activities attended by Corporation members are:

  • Student focus groups
  • Estyn feedback sessions following inspections
  • Student / staff award ceremonies
  • Opening of new buildings/ facilities
  • Internal and external training events for Corporation members including weekend conferences
  • Theatrical productions and art exhibitions by students

The Corporation sets a clear direction to the college and reviews this on an annual basis through the planning cycle. Papers dealing with strategy are regularly presented to Corporation meetings and the response in these sessions enable senior managers to formulate proposals and inform the planning process within the college.

All new members of the Corporation receive a full induction to the work of the college and the Corporation. Similarly co-opted members of committees are inducted to the relevant committee and are made familiar with the work and terms of reference.

Dr Griff Jones

Chair of the Corporation

Dr Griff Jones has been a member of the Corporation since incorporation, having previously been governor of Coleg Pencraig.

He was elected Chair of the Corporation in the autumn of 2009. He is a former Chair of the Audit Committee and a community member of the Corporation. As Chair he makes an effort to attend most of the sub-committees in order to gain a full understanding of the Corporation's work.

Dr Griff Jones graduated as a biochemist with specialisation in Agricultural Chemistry. He was a senior manager in the chemical industry, working at the Peboc site of Eastman Chemicals in Llangefni. He is retired and lives in Bodffordd on Anglesey.

Dr Griff Jones was involved in the links between business and education and served on Y Gamfa. He is a governor of Ysgol Gyfun Llangefni.

 

Mr Dafydd Evans

Principal and Chief Executive

Dafydd Evans took over as Principal of Coleg Menai in July 2009 having been Vice Principal, Finance and Planning for 10 years. Previously he was an Assistant Director of Education at Gwynedd County Council. He is a qualified CIPFA Accountant having graduated in Statistics at University of Wales Aberystwyth.

As an Associate Assessor for ESTYN he has undertaken inspections on several colleges and has also in the past been seconded to work for the Welsh Assembly Government to undertake developmental work on resources allocation and reconfiguration of the post 16 sector in Gwynedd and Anglesey.

 

Mr Dilwyn Evans

Business

Dilwyn Evans is a Chartered Engineer and a business member of the Corporation. He has spent most of his working life in the private sector as a director or chair of companies operating in shipping, construction, travel and tourism. He has served as a member of Gwynedd Health Authority and is currently a Non-Executive Director of Welsh Ambulance Services NHS Trust.

He brings to the Corporation an experience that includes general company management, accounting and project management. He chairs the Finance, Estates and General Purposes Committee and Governance Committee and is a member of the Remuneration Committee.

 

Ms Sarah Finnegan-Dehn

Business

Sarah Finneghan-Dehn has a background in the careers service and she is a business member of the Corporation. She is Chief Executive to Gyrfa Cymru in north-west Wales. Her experience as an Estyn Peer Assessor gives her an understanding of the importance of quality and standards to the college. To the Corporation and the Curriculum and Students Committee she offers expertise in the field of education and training, a wide experience of management and also knowledge of industry and training.

 

Ms Lynne Joannou

Business

Lynne Joannou graduated in Law and Accountancy at University College Cardiff, and is a Chartered Management Accountant. In 1991 she joined the National Health Service, based at Ysbyty Gwynedd as Deputy Director of Finance. She held similar positions within the NHS in North Wales until taking up the post of Chief Executive of Anglesey Local Health Board in 2003. Her current job is Assistant Director Primary Care Support with the Betsi Cadwaladr University LHB.

Lynne is the Vice Chair of the Audit Committee and Vice Chair of the Remuneration Committee and brings to the Corporation an experience of accountancy and management issues.

 

Ms Gwyneth Morus Jones

Community

Gwyneth Morus Jones became a member of the Corporation in 2007. She is the Chair of the Human Resources Committee and is also a member of the Curriculum and Students Committee.

After graduating in Welsh, she became a secondary school teacher working in Pontypridd, Y Bala and Amlwch. She then worked at the Mudiad Ysgolion Meithrin office in north Wales. She is currently a member of the Welsh Language Board. She's also one of the chairs of the Valuation Tribunal for Wales, the Chair of the Union of Welsh Independents, a trustee with the Council for World Mission and a trustee with UCAC.

Over the years she's been active with a number of Welsh organizations and has held a number of national posts: Chair of UCAC; Chair of Mudiad Ysgolion Meithrin; President of Merched y Wawr. She's very involved with the eisteddfod as well, locally – in Llandegfan and Môn – and nationally, and is mainly interested in drama and recitation.

 

Ms Heather Broughton

Business

Heather Broughton gained her early professional qualifications at Coleg Menai and see's her membership of the Corporation as an opportunity to give something back to the institution where she began her career. She is a member of the Chartered Institute of Personnel and Development and is the Senior HR Manager at Glanbia Cheese Ltd.

Having spent the past twenty years working in the manufacturing industry Heather believes strongly in the links between education and local employment.

 

Ms Esyllt Penri

Clerk to the Corporation

A Clerk to the Corporation since 2003. She graduated in Welsh and History at the University of Wales, Aberystwyth. She is a former bookshop owner and has also worked as an editor in the publishing industry and a translator.

 

Mr Gwyn Morris Edwards

Vice Chair of the Corporation

Gwyn Morris Edwards is Vice Chair of the Corporation and Chair of the Audit Committee. He has been a co-opted member of the board since 2004.

He spent ten years in industry working for ICI before qualifying as a FE lecturer. For thirteen years he lectured at FE colleges in England and Wales and then worked as an FE Officer for seven years.

Following this and for the eleven years until his retirement he was an Assistant Principal at one of Wales's largest FE colleges.

 

Ms Mair Jones

Co-opted

Mair Jones OBE is a co-opted member of the Corporation and is the Chair of the Curriculum and Students Committee. She is also a former Chair of the Corporation and a former member of the fforwm board (Colegau Cymru) and was recently awarded an OBE for services to further education in Wales.

Her background is in nursing and nurse education and she also has a degree in Further Education. Before retiring she was the Sub Dean of the Faculty of Health at the University of Wales, Bangor.

She is very active with a number of local charities such as the Abbeyfield Society, Carers Outreach and the Soroptimists.

 

Cyng. Dewi Llewelyn

Local Authority

Councillor Dewi Llewelyn is a Local Authority Member of the Corporation. He was a Gwynedd Council nomination on which he represents Deiniol Ward in Bangor. He is also a member of Bangor City Council, a local businessman and a director of the company Lle Cyf.

 

Cyng. Goronwy Parry

Local Authority

Councillor Goronwy Parry MBE is a Local Authority Member of the Corporation. He was an Anglesey County Council nomination.

He's a former secondary school teacher and the President of Anglesey's Citizens Advice Bureau.

 

Mr Islwyn Williams

Staff

Islwyn Williams is a lecturer in Welding & Fabrication at the college and represents teaching staff on the Corporation. He is also a member of the Curriculum and Students Committee.

 

Dr John Idris Jones

Business

John Idris Jones is a Chartered Physicist and as Head of Socio Economic Development is a member of the Management Team at Wylfa, North Wales. He is interested in education and the development of young people and has in the past served as a school governor. Having worked at Wylfa for 30 years he is keen to make use of his knowledge to enhance and develop closer links between the college, the nuclear industry and the local economy.

 

Mr John Pierce Williams

Business

Two of J. P. Williams' children are former students of Coleg Menai and this is what motivated him to become a member of the Corporation. He was a teacher and education officer before moving to his current post as Director of Client Services at CAIS – a company that's engaged in helping individuals with drug and / or alcohol problems. He is also a board member of Digartref Ynys Môn and the North Wales Advice and Advocacy Association.

He's a business member of the Corporation and serves on the Human Resources, Remuneration and Finance, Estates and General Purposes committees.

 

Ms Shan Oliver

Staff

Shan is a Learning Support Officer based on the Bangor site and represents the Business Support staff on the Corporation.  She is also a member on the Curriculum and Students Committee.  She has worked at Coleg Menai for 31 years and in her present post has responsibilities for providing support for learners with disabilities and learning difficulties.
